General Description:
Under the general supervision of the Senior VP Acute and Integrated Care/CNO, insures high quality laboratory diagnostic results, which allow physicians to diagnose and monitor their patients; direct the operation of the clinical laboratory, all affiliated outpatient laboratory facilities, and Parrish Medical Center Reference Laboratory (Client Outreach Program).
Key Responsibilities:
- Directs the Strategic operations of the Department and its personnel. Facilitates the coordination and integration of interdepartmental and intra departmental service provided to patients. Resolves problems requiring administrative authority and/or professional knowledge; assigns resolution of lesser problems to subordinate management personnel.
- Provides all aspects of Diagnostic Laboratory Procedures based on established standards. Demonstrates competency in all procedures within the scope of practice as appropriate to the ages of the patients served. Has the ability to obtain information and interpret information in terms of the patient's needs; and has knowledge of age specific ranges.
- Plans, promotes, and develops all aspects of the Clinical Laboratory Department with regard to programs, services, and projects and evaluates the above. Confers with Medical Staff, Pathologists, Department Directors, and Administration to ascertain hospital needs.
- Responsible for the recruitment, selection, interviewing, training supervision, discipline and termination of all personnel in the Clinical Laboratory Department. Responsible for the timely evaluation of the department staff through evaluation of competency and technique, providing constructive assistance to enable staff members to assess their own strength and weaknesses.
- Responsible for the preparation of the annual department budget. Responsible for making periodic recommendations on rates for department service. Responsible for both the fiscal and FTE control of all programs within department. Recommends revisions to departmental staffing plans and revenue/expense budgets based on an assessment of the needs of the patient population served and/or the work to be accomplished. Evaluates programs to reduce departmental costs without loss of quality of services to the patient population.
- Prepares and maintains a current departmental policy and procedure manual. Assures that optimal patient care is achieved by interpreting, supporting and executing hospital and department policies and procedures. Provides for communication of administrative policy and activities to departmental personnel as appropriate.
- Responsible for the accurate and thorough charting of Clinical Laboratory services and for the charging of all services on a timely basis.
- Responsible for the development and coordination of the departments Quality Assessment Improvement Program, Risk Management Program, and CAP/ TJC compliance. Oversees the implementation of quality control programs as required in the department.
- Responsible for the adherence to all regulations and codes established by federal, state, and local government as they pertain to the department.
- Knows fire, disaster and safety procedures and regulations as pertains to the work area. Responsible for the management and control of the hazardous waste room. (See Hazardous Waste Room Protocol.)
- Performs similar or related duties as assigned.

Requirements:
Formal Education
- Bachelor's Degree required (Medical Technology or related field)
- Master's preferred.
Work Experience
- 5 years to < 7 years
Required Licenses and Certifications
- State of Florida Supervisor License in at least 3 specialties.
- MT(ASCP) Certification
